Do I have to ask permission from a state agency to change the land use purpose from land for growing perennial crops to land for growing annual crops?
Does changing the purpose of land use from land for growing perennial crops to land for growing annual crops require permission from state agencies, according to the provisions of Clause 1, Article 57 Land Law 2013 as follows:

1. Cases of changing land use purposes that require permission from competent state agencies include:
a) Converting rice cultivation land to perennial crop land, forestry land, aquaculture land, and salt production land;
b) Converting land for growing other annual crops to salt water aquaculture land, salt production land, aquaculture land in the form of ponds, lakes, and lagoons;
c) Converting special-use forest land, protective forest land, and production forest land to other uses in the agricultural land group;
d) Converting agricultural land to non-agricultural land;
d) Converting non-agricultural land allocated by the State without collection of land use fees to non-agricultural land allocated by the State with collection of land use fees or land lease;
e) Converting non-agricultural land that is not residential land to residential land;
g) Converting land for construction of public works, land used for public purposes with business purposes, non-agricultural production and business land that is not commercial or service land to commercial and service land ; converting commercial land, service land, land for construction of public works to land for non-agricultural production establishments.
2. When changing the purpose of land use according to the provisions of Clause 1 of this Article, the land user must fulfill financial obligations according to the provisions of law; Land use regime, rights and obligations of land users are applied according to land type after the use purpose is changed.
Accordingly, changing the land use purpose from land for growing perennial crops to land for growing annual crops does not require permission from a competent state agency.
