38 Business Sectors Exempted from Licensing Requirements in Vietnam from July 1, 2026-Hãng Luật Đạo Việt

At its morning session on December 11, Vietnam’s National Assembly officially passed the amended Law on Investment with nearly 90% of delegates voting in favor. One of the most notable changes is the removal of business licensing requirements for 38 conditional business sectors, shifting to a post-audit (ex-post inspection) mechanism starting from July 1, 2026. This reform is expected to promote the freedom of doing business, reduce administrative procedures, and create a more favorable environment for enterprises and household businesses.

Below is the official list of the 38 sectors for which business licensing requirements will be abolished, applicable in Vietnam from July 1, 2026:
