Application for license to exhibit installation art
1. What is installation art?
Installation art, as explained in Clause 5, Article 3 of Decree 113/2013/ND-CP, is a special type of art in which artists use arrangement, structure and aesthetic abilities to create a work of art. This is a form of creativity where artists can arrange objects, shapes, and still or moving images to convey a message, meaning, or to create an aesthetic experience for the viewer.
- The artist uses structural arrangement techniques to create harmony, balance and naturalness in the work. This arrangement may include placing art elements in a particular order or form to create a strong impression. Installation art often contains profound content and meaning, often a combination of the author and the viewer's feelings. Arranged elements can express subtle emotions, fantasies or meanings that the artist wants to convey. The installation art work is not only practical but also contains a unique aesthetic element. Flexibility in arranging space, color, lighting and other elements makes the work attractive and beautiful.
Installation art often creates a unique interactive experience for viewers, encouraging them to approach and even directly interact with the work. The artist's uniqueness and personal style are often expressed in the way the work interacts with the space and the viewer. Installation art can be diverse in how it is performed, from the arrangement of materials natural, to utilizing industrial materials and using modern technology. Installation art is a unique and creative field of art where artists have the freedom to express their creativity and personal ideas through the way they arrange and combine different elements to create a unique aesthetic experience.
2. Application for license to exhibit installation art
Dossier to request a license to exhibit installation art, as prescribed in Decree 113/2013/ND-CP, includes the following documents:
- Application for license: The organization or individual requesting an exhibition license sends this application to the competent state agency according to regulations.
- List of authors, works, materials, work size, year of creation: List details about the works, including information about the author, description of materials and size of each work , same year of composition.
- Photo of each work: Each work needs to be accompanied by a color photo measuring 10x15 cm, including the front, right and left side of the work. For installation art exhibitions, photos need to be accompanied by text presenting the idea of the work's content. If the work contains foreign words, a Vietnamese translation is required, and the organization or individual is responsible for the content of the translation.
- Written commitment from the exhibition venue owner: For outdoor exhibitions held in Vietnam, a written commitment from the venue owner is required to ensure conditions of social order, safety, and civilization. public, hygiene, environment, and fire prevention.
- Invitation letter or written agreement from the foreign partner (for foreign exhibitions): In case of exhibiting works abroad, the invitation or written agreement from the foreign partner must be attached. and Vietnamese translation, certified by a competent authority.
- Document processing process: Within 7 working days, the competent state agency considers granting the license, and if not granted, must respond in writing, clearly stating the reason.
- Regulations on changing information: After being granted a license, if there are any changes in the content, time, location, or exhibition display design, the organization or individual organizing the exhibition must Re-apply for a license.
- Art exhibition license: This license is the basis for customs procedures when exhibiting abroad.
This license application must be complete and valid, and the processing process must be carried out within 7 working days. This process ensures transparency and simplifies procedures for organizing art exhibitions, while helping to protect safety, hygiene and environmental conditions.
3. Competent authority to license installation art exhibitions organized by international organizations
According to the provisions of Point b, Clause 1, Article 14 of Decree 113/2013/ND-CP, the authority to issue licenses for installation art exhibitions organized by international organizations belongs to the Ministry of Culture, Sports and Tourism. As follows:
- National and regional fine art exhibitions organized by central agencies: The Ministry of Culture, Sports and Tourism issues licenses for large-scale fine art exhibitions, organized nationwide. countries or regions organized by central agencies.
- Vietnamese fine arts exhibitions organized by international organizations and foreign organizations; Foreign art exhibitions in Vietnam organized by Vietnamese organizations or foreign organizations in Vietnam; Bringing Vietnamese fine art works abroad to exhibit on behalf of the Vietnamese nation: The Ministry of Culture, Sports and Tourism is also the competent authority to issue licenses for fine art exhibition events. internationally related to Vietnam, including bringing Vietnamese fine arts abroad in the name of representing the country.
- Local art exhibitions organized by local agencies, organizations, individuals, groups of Vietnamese or foreigners; Bringing Vietnamese fine art works abroad for exhibitions that do not represent the country of Vietnam: Provincial People's Committees have the authority to issue licenses for local fine art exhibitions and to bring fine art works Vietnamese art abroad does not represent the country.
- The state agency with authority to issue licenses is responsible for the exhibition content and inspection and supervision of the exhibition: Any state agency with authority to issue licenses (Ministry of Culture, Sports and Tourism Calendar or Provincial People's Committee) are responsible for the exhibition content and are responsible for inspecting and supervising the exhibition event.
Thus, this regulation clearly designates the Ministry of Culture, Sports and Tourism as the competent authority to issue licenses for installation art exhibitions organized by international organizations.
