- Abolition of Numerous Administrative Procedures Under Former Decisions: To eliminate overlaps and unify standards, Decision No. 1130/QĐ-BGDĐT officially abolishes administrative procedures regarding school transfers and student admissions contained in 04 previously promulgated decisions:
+ Abolishes procedures for upper secondary school transfers (Administrative Procedure Code: 2.002478); admission of foreign upper secondary school students (Code: 2.002480); admission of Vietnamese upper secondary school students returning to Vietnam (Code: 2.002479) under Decision No. 941/QĐ-BGDĐT dated April 6, 2022.
+ Abolishes procedures for re-enrollment applications at other schools for secondary students (Administrative Procedure Code: 1.001088) under Decision No. 2108/QĐ-BGDĐT dated June 24, 2021.
+ Abolishes procedures for primary school transfers (Administrative Procedure Code: 1.005099); admission of Vietnamese lower secondary school students returning to Vietnam (Code: 2.002482); admission of foreign lower secondary school students (Code: 2.002483) under Decision No. 1755/QĐ-BGDĐT dated June 27, 2025.

- Systematization of New Administrative Procedure Catalog: The Ministry of Education and Training synchronously announces 04 groups of provincial and commune-level administrative procedures directly related to national education service activities:
+ Group 1: School transfers and student admissions.
+ Group 2: Admission of students applying for re-enrollment.
+ Group 3: Admission of Vietnamese students returning from abroad.
+ Group 4: Admission of foreign students.

What Are the Submission Methods and Application Requirements for School Transfers?
- Prioritizing Online Submissions via the Public Service Portal: Application submission methods are digitized to the maximum extent. Parents and students are required to submit applications online through the IT system. Physical in-person or postal submissions serve merely as contingency options when technical errors occur.
- Streamlined Application Dossier: Applicants must prepare 01 set of application dossier comprising:
+ An application form for school transfer submitted by the student or parents/guardians (electronic version or physical copy containing complete student information);
+ A consolidated report on the student’s academic performance and conduct evaluation as prescribed;
+ An Individualized Education Plan (IEP) for students with disabilities (if applicable).

What Are the Processing Timeframes for These Procedures?
- Expedited Processing Timeframes for School Transfer Applications:

Intra-provincial/city transfers (within the same province/municipality): No more than 05 working days.

Inter-provincial/city transfers (from another province/municipality): Within 08 working days.
- Processing Timeframes for Other Admission Procedures:
+ Re-enrollment admission: Within no more than 05 working days (for re-enrollment at the former school). In cases of re-enrollment at another school, the processing timeframe applies similarly to school transfers (up to 08 working days).
+ Admission of Vietnamese students returning from abroad: 08 working days.
+ Admission of foreign students: 08 working days.

What Should Parents and Students Keep in Mind to Ensure Smooth and Speedy Execution?
- Ensure Residential Qualifications or Exceptional Hardship: Students shall execute school transfers only upon a change of residence accompanying their parents/guardians, or if their family faces particularly difficult circumstances providing a genuine, legitimate reason to change learning environments.
- Special Attention to Health Conditions for Foreign Students: Foreign students registering for admission at Vietnamese educational institutions must possess adequate health conditions and strictly ensure they do not suffer from social diseases or dangerous infectious diseases as specified in the catalog promulgated by the Ministry of Health of Vietnam.
- Proactively Submit Online Applications: Register and submit dossiers early via the provincial/municipal Public Service Portal to enable processing agencies to verify validity and respond on schedule, minimizing the need for physical paper submissions.
