As prescribed at Clause 1 Article 14 Circular No. 75/2013/TT-BTC Conditions for participating in the lottery are as follows:

Subjects participating in lottery prizes

1. Lottery participants must meet the following conditions:

a) Be a Vietnamese citizen, Vietnamese residing abroad or a foreigner legally entering Vietnam;

b) Must be 18 years of age or older;

c) Not a person with limited civil act capacity or lost civil act capacity according to the provisions of law.

2. Customers' rights to participate in lottery prizes

a) Be paid the full value of the prizes when winning by the lottery company according to the provisions of the Rules for participation in lottery prizes specified in Article 8 of this Circular;

b) To request the lottery company to keep the information about winning and receiving prizes secret;

c) Enjoy other legal benefits as prescribed in the Rules for participation in lottery prizes specified in Article 8 of this Circular.

3. Responsibilities of customers participating in lottery prizes

a) Comply with the Rules for participating in lottery prizes specified in Article 8 and relevant regulations in this Circular;

b) Preserve the purchased lottery ticket to participate in lottery prizes in accordance with the regulations in the Rules for participating in lottery prizes specified in Article 8 of this Circular and the regulations for participating in prizes issued by the lottery company. regulations construction;

c) When winning a prize, the customer must present the winning ticket and documents proving eligibility to participate in the prize as prescribed in Clause 1 of this Article to carry out the procedures for receiving the prize according to the provisions of this Circular;

d) Fulfill all tax obligations according to tax laws.

According to the above regulations, stateless people are not allowed to participate in lottery prizes in Vietnam.
