Pursuant to Clause 1, Article 28 Law on Vietnamese Workers Working Abroad Under Contract 2020 Regulations, service enterprises sending Vietnamese workers to work abroad under contracts may only be dissolved in the following cases:

(1) Have completed all obligations in valid labor supply contracts and contracts to send Vietnamese workers to work abroad and paid all debts and other obligations according to the provisions of the law;

(2) Completed the transfer of rights and obligations related to service activities of sending Vietnamese workers to work abroad under contracts to other licensed service enterprises after reaching agreement. with foreign parties receiving labor and approved by the Ministry of Labor, War Invalids and Social Affairs.
