Conditions for taking the exam to upgrade a class C driver's license?

Based on Article 7 Circular No. 12/2017/TT-BGTVT (added by Clause 5 Article 1 Circular No. 38/2019/TT-BGTVT) as follows:

"Article 7. Conditions for learner drivers

1. As a Vietnamese citizen, a foreigner is allowed to reside or work or study in Vietnam.

2. Enough age (as of the date of the driving test), health, and educational level according to regulations; For those studying to upgrade their driver's license, they can study in advance but can only take the test when they reach the prescribed age.

3. Learners to upgrade their driver's license must have enough driving or practice time and safe driving kilometers as follows:

a) Class B1 automatic transmission to B1: driving time of 01 year or more and 12,000 km of safe driving or more;

b) Class B1 to B2: driving time of 1 year or more and 12,000 km of safe driving or more;

c) Rank B2 to C, C to D, D to E; Grades B2, C, D, E are upgraded to Grade F respectively; Classes D, E to FC: practice period of 3 years or more and 50,000 km of safe driving or more;

d) Class B2 to D, C to E: practice period of 5 years or more and 100,000 km of safe driving or more.

d) In case the learner is upgraded to an administrative violation in the field of road traffic in the form of revocation of the right to use the driver's license, the safe driving time is calculated from the date of completion of the penalty decisions. administrative violation.

4. People studying to upgrade their driver's license to classes D and E must have a secondary school diploma or equivalent or higher."
