1. Must carry Insurance Certificate when participating in traffic
Pursuant to Clause 2, Article 58 of the 2008 Road Traffic Law, drivers must carry the following documents when operating a vehicle:
- Vehicle registration.
- Driving license for motor vehicle drivers specified in Article 59 of this Law;
- Certificate of technical safety and environmental protection inspection for motor vehicles specified in Article 55 of the 2008 Road Traffic Law.
- Civil liability insurance certificate of motor vehicle owner.
Thus, when participating in traffic, the driver must carry the motor vehicle owner's Civil Liability Insurance Certificate.
2. Penalty for forgetting to bring the Insurance Certificate
Pursuant to Point a, Clause 2, Article 21 of Decree 100/2019/ND-CP (amended and supplemented by Decree 123/2021/ND-CP), drivers of motorbikes, mopeds, and other types of Vehicles similar to motorbikes and vehicles similar to mopeds that do not have or do not carry a valid motor vehicle owner's civil liability insurance certificate will be fined from 100,000 VND to 200,000 VND.
