Is it possible to use chip-embedded Identity Card instead of a Driver's License?
Is it necessary to carry a Driver's License when information has been integrated in the chip-embedded Citizen Identification Cards?
Previously, on January 6, 2022, the Prime Minister signed Decision No. 06/QD-TTg approved the project to develop application of population data, electronic identification and authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030.
In particular, the goal set for 2022 is to gradually replace personal documents on the basis of integrating and authenticating personal information and documents into the National Population Database for simple use. Citizen Identification card, National Electronic Identification (VNEID) application.
Thanks to information integration, people can now use chip-embedded Citizen Identification Cards to replace paper health insurance cards when going for medical examination and treatment, instead of ATM cards when withdrawing money, etc.
However, with the Driver's License, there is currently no document from the competent authority allowing the use of chip-embedded Citizen Identification Cards to replace the Driver's License when participating in traffic.
Along with that, Clause 2, Article 58 of the Law on Road Traffic 2008 still recognizes that the Driver's License is one of the documents that vehicle drivers are required to carry when traveling. Specifically:
2. When operating a vehicle, the driver shall carry the following papers:
a/ Vehicle registration paper;
b/ Driver license, for motor vehicle operators defined in Article 59 of this Law;
c/ Technical safety and environmental protection inspection certificate, for motor vehicles prescribed in Article 55 of this Law;
d/ Motor vehicle owner civil liability insurance certificate.
Therefore, at the present time, even though a part of the people has integrated Driver's License information in the chip-embedded Citizen Identification Cards, it is not possible to use a chip-embedded Citizen Identification Cards instead of a Driver's License when on the road because there is no specific decision from the competent authority.
