In addition to the above documents, for events with different programs and contents, the application requires a number of other documents. For example, some common events are as follows:
1.1. Application for a license to organize music performances:
– 01 application for a license to organize art performances (Form No. 01).

– 01 written consent from the Provincial People's Committee where the fashion show is intended to be held (for programs with the participation of foreign organizations);
– 01 certified copy of the establishment decision or business registration certificate with cultural and artistic activities.
1.3. Dossier to apply for a license to organize an exhibition:
– Application for an exhibition license, clearly stating the time and location of the intended exhibition;
2. Competent authority to issue event organization licenses:
Based on the nature and scale of each specific event, granting an event license belongs to a certain competent authority.
– The Provincial People's Committee and the Department of Culture and Sports in the province/city where the event is held will usually be the agency receiving and processing documents for small and medium-sized domestic events.
– The Ministry of Culture, Sports and Tourism, the Ministry of Industry and Trade or the Ministry of Information and Communications, etc. are usually the competent authorities to issue licenses for large-scale events, carried out from 2 provinces/cities. street and above.
– The Prime Minister is the one who makes the decision to allow the organization of high-level international conferences and meetings with the participation of heads and senior officials of countries and international organizations.
3. Procedure for applying for an event license:
The procedure to apply for a license to organize conferences and seminars requires the following steps:
Step 1: Event organizers need to complete documents according to the provisions of law. Applications for licenses to organize events are different.
Step 2: Submit documents to the competent authority, deadline is 10 days before the event date. For fashion show events, the costumes used in the event must be approved at least 30 days before the event date. Can be submitted through the following forms:
– Submit documents directly to the headquarters of the competent authority;
– Submit application via postal service;
– Submit documents through the public service portal if the competent authority applies this form of receiving documents.
Step 3: The competent authority reviews, evaluates, resolves the application and issues an event organization license if the application meets all requirements. In case the License is not granted, the competent authority must respond in writing and clearly state the reason.
In some special cases, before deciding whether or not to grant an event license, the competent authority may request to approve the program, or get opinions from relevant agencies. .
Step 4: The organizing unit receives the result as a License to organize a conference/seminar.
– List of works and authors; For fine art exhibitions, the material, size of the work, and photo of the work must be 9 x 12 cm or larger; For photo exhibitions, the size of the work must be clearly stated;
– Invitation form, catalog introducing exhibition content;
– A commitment when organizing the exhibition not to violate the prohibitions in Article 3 of Decree 103/2009/ND-CP;
– Relevant documents in foreign languages must be accompanied by Vietnamese translations.
Note:
– For promotional programs or lucky draws, a licensing application must be submitted to the Department of Industry and Trade.
– For events that are tournaments, there must be an additional Official Dispatch in the name of the tournament agency, Decision to establish the tournament, Contract/Memorandum of Understanding with the coordinating unit.
