Are foreigners residing in Vietnam allowed to change to a Vietnamese driver's license?

Subjects can change their driving licenses according to the provisions in Clause 5 Article 37 Circular No. 12/2017/ND-CP and Point a Clause 6 Article 2 Circular No. 01/2021/TT-BGTVT including:

- Vietnamese and foreigners are trained, tested, and issued driving license in Viet Nam;

- People whose driving license issued by the transport industry is damaged;

- Vietnamese people and foreigners residing permanently in Vietnam who have had a Vietnamese driver's license changed from a foreign driver's license. When it expires, if they need to change their driver's license;

- Persons with military driving licenses that are still valid when they stop serving in the military (reserve, demobilize, change branches, retire, terminate labor contracts in defense enterprises...), if need to change driver's license;

- People who have a driver's license issued by the Police after July 31, 1995, still valid, when they stop serving in the Police (demobilize, transfer, retire, terminate contract) labor contract in the People's Public Security), if there is a need to change the driver's license;

- People whose motorcycle driving licenses issued by the Police issued before August 1, 1995 are damaged and need to be replaced, and whose names are in the record book will be considered for a new driving license;

- Foreigners residing, working, studying in Vietnam, have diplomatic ID cards, official ID cards, temporary residence cards, residence cards, residence cards, permanent residence cards with a period of time from 03 months or more, have a valid national driving license, if there is a need to drive in Vietnam, it will be considered to change to a corresponding Vietnamese driving license;

- Foreign tourists driving foreign-registered vehicles into Vietnam with a valid national driving license, if they wish to drive in Vietnam, can be considered for a corresponding Vietnamese driving license. Male;

- Vietnamese people (with Vietnamese nationality) while residing, studying, working abroad are issued a national driving license by a foreign country, still valid, if they need to drive in Vietnam. Nam will be considered for conversion to the corresponding Vietnamese driving license.

Based on the above regulations, foreigners can change their driving licenses in the following cases:

- Have settled permanently in Vietnam and have a Vietnamese driver's license changed from a foreign driver's license. When it expires, if there is a need to change the driver's license

- Are residing, working, studying in Vietnam, have a diplomatic ID card, official ID card, temporary residence card, residence card, residence card, permanent residence card with a period of 03 months or more or higher, have a valid national driving license. If you want to drive in Vietnam, you can change it to a corresponding Vietnamese driving license.
