"Article 23. Investor organizes project management
1. The investor uses his/her legal status and affiliated professional apparatus with sufficient conditions and capacity to organize and manage construction investment projects. In case of not meeting the conditions for implementation, the investor may hire an organization or individual with sufficient capacity according to the provisions of this Decree to participate in project management.
2. The project management director must have sufficient qualifications as prescribed in Article 73 of this Decree, except in the case of managing construction investment projects that require the preparation of economic-technical reports. construction investment techniques.
3. Individuals participating in project management work on a full-time or part-time basis according to the investor's decision and must have professional expertise appropriate to the requirements of the job undertaken."
