Can foreigners entering Vietnam to travel under a program organized by an international travel agency in Vietnam be issued a visa at the international border gate?

Based on Point c Clause 1 Article 18 Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam regulates on visa issuance at international border gates are as follows:

Visa issuance at international border gates

1. Foreigners are granted visas at international border gates in the following cases:

a) Originating from a country that does not have a Vietnamese visa-issuing authority;

b) Before coming to Vietnam, you have to go through many countries;

c) Enter Vietnam to visit or travel according to a program organized by an international travel enterprise in Vietnam;

d) Foreign seafarers are on ships anchored at Vietnamese seaports and wish to exit through another border gate;

d) Enter to attend a relative's funeral or visit a seriously ill relative;

e) Entering Vietnam to participate in emergency incident handling, search and rescue, natural disaster and epidemic prevention or for other special reasons at the request of a competent Vietnamese agency.
