Vietnamese citizenship application file Specific instructions are given at Article 20 of the 2008 Law on Vietnamese Nationality, guided by Decree No. 16/2020/ND-CP:
- Application for Vietnamese citizenship. This form is issued with an appendix of Circulars No. 02/2020/TT-BTP. - Birth certificate, passport or other alternative documents (copy). For people without nationality, this document can be a document with information about full name, date of birth and a photo, stamp or passport, a document valid for international travel.

- Judicial record card: If residing in Vietnam, it must be issued by the Department of Justice; if residing abroad, it must be issued by a competent foreign agency. And the issuance time of this voucher must be no more than 90 days from the date of issue to the date of application submission.
- Documents proving Vietnamese language proficiency. Among them, we can mention:
+ Diplomas and certificates proving that you have studied in Vietnam: Doctoral Degree, Master's Degree, Bachelor's Degree, university, college or intermediate diploma; graduated from high school and junior high school; Vietnamese language certificate.
+ If you do not have the above documents, you will have to undergo a test and interview about your ability to listen, speak, read, and write Vietnamese. These results will be documented.
- Documents proving residence and permanent residence time in Vietnam: Copy of permanent residence card.
- Documents proving that you can live in Vietnam. It can include one of the documents such as documents proving property ownership (savings book, vehicle registration...); documents proving income (confirmation of salary or income); Guarantee documents (if the guarantor is a Vietnamese citizen); Documents certifying housing status, work, and income from the commune-level People's Committee of the place of permanent residence.
In particular, if you are one of the cases exempted from the conditions for naturalization in Vietnam, you may not need to submit the documents corresponding to those conditions. However, depending on each case, it is still necessary to prepare some of the following documents:
- Have a spouse who is a Vietnamese citizen: Copy of certificate of marital status or marriage registration.
- Parents and children are Vietnamese citizens: Copy of birth certificate... to prove parent-child relationship.
- Have meritorious contributions to the cause of building and protecting the Vietnamese Fatherland in a special or beneficial way for Vietnam: Submit documents to prove each specific case.
- In the case of retaining foreign nationality: Submit documents proving eligibility for Vietnamese nationality and a commitment not to use foreign nationality to harm the rights and interests of individuals and organizations. position; harming national interests, security, social order and safety.
