If Vietnamese businessmen have an ABTC card, do they still need to apply for a visa when entering another country?

As prescribed at Article 2Circular No. 28/2016/TT-BCA:

Use value of ABTC card

1. The ABTC card is valid as a substitute for entry visas to countries and territories that are members of the ABTC card program (hereinafter abbreviated as member economies) named on the card.

2. An ABTC card whose validity has been canceled will not be restored (even if the card is found again). If the businessman wishes to continue using the ABTC card, he must complete the procedure to request a new card.

According to the above regulations, the ABTC card is valid in lieu of an entry visa to countries and territories that are members of the ABTC card program named on the card.

Therefore, Vietnamese businessmen with ABTC cards will not need to apply for a visa when entering another country if this country is a member of the ABTC card program whose name is on the card.

On the contrary, if a Vietnamese businessman has an ABTC card, when entering another country and this country is not a member of the ABTC card program and does not exempt visas for Vietnam, the Vietnamese businessman still needs to apply for a visa card when entering that country.
