Can a foreigner who loses his/her entry/exit permit get one again?
Based on Article 6 Circular No. 31/2015/TT-BCA regulations on entry and exit permits are as follows:
"1. Documents valid for international travel as prescribed in Point i, Clause 1, Article 44 of the Law are entry and exit permits issued by the Immigration Department to stateless people residing in Vietnam who wish to exit request (according to form NC13 issued with this Circular).
2. Entry and exit permit is valid for 03 years; In case of loss or damage, the immigration permit will be considered for re-issuance."
At Point i, Clause 1, Article 44 of the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2014 stipulates:
"Foreigners entering, exiting, transiting, and residing in Vietnam have the following rights:
i) Stateless people residing in Vietnam who wish to leave the country will be considered by the Ministry of Public Security to issue valid international travel documents."
Accordingly, documents valid for international travel according to regulations are entry and exit permits issued by the Immigration Department to stateless people residing in Vietnam who wish to leave the country.
Your friend is a foreigner residing in Vietnam who has been granted an immigration permit. According to the above regulations, your friend is determined to be a stateless person residing in Vietnam.
Thus, if your friend is not careful and loses his immigration permit, he will be considered for re-issuance of this permit.
