1. Law regulations on passports

Also based on Clause 2, Article 7 of the 2019 Law on Entry and Exit of Vietnamese Citizens, specific provisions on the cancellation of ordinary passports are as follows:
- Ordinary passports issued to people 14 years of age or older will be valid for 10 years and cannot be renewed;
- Ordinary passports issued to people under 14 years old will be valid for five years and cannot be issued;
- Ordinary passports issued under simplified procedures will be valid for no more than 12 months and cannot be extended.
2. Responsibilities of the passport holder
According to the provisions of Article 23 of the 2019 Law on Entry and Exit of Vietnamese Citizens, the person issued with a passport will be responsible for:

3. Is there a penalty for losing a new passport?
According to regulations, within 48 hours of discovering a lost passport, the person who has lost their passport needs to report it to the nearest immigration management agency for the validity of the lost passport. If the person who loses their passport does not know it in time, they will be considered for administrative action. Specifically, based on the provisions of Article 8 of Decree No. 144/2021/ND-CP, only losing an ordinary passport but not notifying it to the competent state agency will be punished. Violation of regulations on exit, entry or transit, residence and travel:
- For foreigners traveling within the territory of Vietnam without carrying a passport, laissez-passer or valid international travel documents, documents issued to foreigners entering, exiting, or residing in Vietnam. residing in Vietnam or ABTC card, must be warned or fined from 300,000 VND to 500,000 VND;
- Loss of an ordinary passport without notification may result in a fine from 500,000 VND to 2,000,000 VND for the following acts:
+ Failure to notify competent authorities about the loss or damage of passports, laissez-faire documents, or valuable international travel documents; Documents issued to foreigners entering, exiting or residing in Vietnam or ABTC cards;
+ Untruthful declaration to obtain, renew, restore validity and report loss of passport or travel document; Make false statements to obtain valuable international travel documents, documents issued to foreigners entering and exiting Vietnam, or ABTC cards;
In addition, people who lose their passports without notification will be subject to additional sanctions such as: confiscation of evidence and means of administrative violations for prescribed acts or deportation of foreigners who commit such acts. administrative violations. At the same time, forced to return the illegal profits obtained from committing violations according to the provisions of law. Thus, fines are applied to administrative violations by individuals; For organizations that commit violations, the fine is 2 times the fine for individuals. Failure of a person who has lost their passport to notify the immigration authority on time is a violation of regulations on exit, entry, transit, residence, and travel and will be punished according to regulations. under the law.
Also according to the provisions of Article 15 of the Law on Exit and Entry of Vietnamese Citizens 2019, reporting lost passports is one of the important conditions to be granted a new passport. In the application to renew an ordinary passport, a lost report or notification of receipt of the lost passport report from the competent authority is required.
4. Procedures for reporting lost passport

Step 2: Report lost passport:
