Latest instructions for applying for a craft wine production license
1. Conditions for granting a manual wine production license
BaseArticle 9 and Article 10 of Decree 105/2017/ND-CP, for granted Craft wine production license, the production facility must meet the conditions as follows:
- Conditions for manual wine production for business purposes:
· Being an enterprise, cooperative, cooperative union or business household established in accordance with the law.
· Ensure food safety conditions and alcohol labeling according to regulations.
- Conditions for manual wine production to sell to establishments with a wine production license for reprocessing:
· Have a sales contract with an enterprise that has an industrial wine production license.
· In case of not selling alcohol to an enterprise with a license to produce industrial alcohol, organizations and individuals producing alcohol manually must carry out licensing procedures.Craft wine production license for business purposes according to regulations.
2. Application for a manual wine production license
* Profile components:
Pursuant to Article 20 of Decree 105/2017/ND-CP amended and supplemented by Decree17/2020/ND-CP, records include:
- Application for issuanceCraft wine production license for business purposes according to Form No. 01 in the Appendix issued with Decree 17/2020/ND-CP.
- Copy of Certificate of registration of enterprise, cooperative, cooperative union or business household.
- Copy of Wine Product Declaration or copy of Receipt of Declaration of Conformity or Certificate of Declaration of Compliance with Food Safety Regulations (for wine without technical regulations); Copy of Certificate of establishment meeting food safety conditions, except for establishments that are small food businesses according to the provisions of law on food safety.
- A list of alcohol product names accompanied by a copy of the alcohol label that the organization or individual produces or plans to produce.

Thus, to fully prepare dossiers to apply for a manual wine production license, individuals and organizations need to perform the following tasks:
- Business registration (enterprise, cooperative, cooperative union or business household).
- Apply for a food hygiene and safety license according to regulations.
- Conduct product registration registration procedures.
Note: In case of manual wine production and sale to establishments with a Wine Production License for reprocessing, business registration is not required but can be produced as an individual.
3. Procedures for applying for a manual wine production license
Step 1: Submit application
Authority to grantCraft wine production license under the Economic Department/Economic and Infrastructure Department under the District People's Committee (district, district, town).
There are 02 ways to submit application:
- Method 1: Submit at the one-stop shop of the district-level People's Committee or directly at the Economic Department/Economic and Infrastructure Department of the district-level People's Committee.
Method 2: Submit via the Public Service Portal of the province/city where the alcohol production facility is headquartered.
Step 2: Receive and process documents
Within 10 working days from the date of receiving the complete dossier, the Economic Department/Economic and Infrastructure Department reviews, appraises and issues licenses to traders:
- If the application is valid, issue a License to the trader.
- If the dossier is not valid, within 03 working days from the date of receiving the dossier, the Department of Economics/Department of Economics and Infrastructure must issue a written request for amendments and supplements.
- In case of refusal, you must respond in writing and clearly state the reason.
Step 3: Get results
Pursuant to the provisions of Article 25 of Decree 105/2017 amended and supplemented by Decree 17/2020.
4. Time to issue a license to produce artisanal alcohol
