Pursuant to Article 24 of the Law on Real Estate Business 2023, regulations on the conditions of future housing and construction works put into business from 2025 are as follows:

- Decision on land allocation;
- Decision on land lease and contract on lease of land use rights according to the provisions of land law;
- Decision allowing change of land use purpose;
- Certificates of land use rights;
- Certificate of housing ownership and residential land use rights;
- Certificate of land use rights, ownership of houses and other assets attached to land;
- Other certificates of land use rights and ownership of assets attached to land according to the provisions of land law.
[3] There are the following types of documents:
- House construction permit, construction project and construction permit application dossier in cases where a construction permit is required according to the provisions of construction law;
- Notice of commencement of construction of houses, construction works and design documents for construction of houses, construction works in cases where a construction permit is not required according to the provisions of law on construction;
- Documents on acceptance of completed construction of technical infrastructure according to the provisions of law on construction corresponding to project progress; In the case of an apartment building or mixed-use building with houses, there must be documents proving that the foundation construction has been accepted and completed according to the provisions of construction law.
[4] There is a document from the state management agency on real estate business for the investor regarding housing that is eligible for sale or lease purchase.
[5] Housing and construction works must be part of a real estate project that has been approved by a competent state agency according to the provisions of law and within the content of the approved project has the purpose of construction investment. Build houses and construction projects for sale, lease and purchase.
[6] Not in cases where there is a dispute over land use rights associated with houses or construction works, disputes over ownership of houses or construction works put into business are being approved by competent authorities. notification, acceptance and resolution; In case of a dispute, it has been resolved by a competent authority with a legally effective judgment, decision or ruling;
[7] Not subject to distraint to ensure execution of judgment;
[8] Not subject to the law prohibiting transactions;
[9] Not in the case of being suspended or temporarily suspended from trading according to the provisions of law;
[10] The project must meet real estate project requirements;
[11] The project investor has fulfilled its financial obligations regarding land including land use fees, land rent and taxes, fees and charges related to land (if any) to the State according to Legal regulations for land attached to housing and construction works put into business
[12] Information about real estate and real estate projects put into business has been made public
[13] The construction floor area of a construction project formed in the future and put into business, in addition to meeting the above conditions, must also ensure the same conditions as for the construction floor area of a construction project available.
