According to Clause 1, Article 35 of the Land Law 2013 (amended in the Law related to planning 2018), it is stipulated that land use planning must comply with the provisions of law on planning and the following principles:
- National land use planning must ensure the specificity and connection of regions; District-level land use planning must show land use content at the commune level;
- Strictly protect rice-growing land, protective forest land, and special-use forest land;
- Ensuring a balance between the land use needs of sectors, fields, and localities and the country's ability and land fund to use land economically and effectively;
- Reasonable exploitation of natural resources; adapt to climate change;
- The content of land allocation and use in national sector planning, regional planning, and provincial planning must ensure compliance with the national land use planning.
2. When is the period of land use planning and planning?
The planning period and land use plan are prescribed as follows:
- The land use planning period is 10 years. The vision of the national land use planning is from 30 to 50 years and the district level is from 20 to 30 years.
- The period of national land use plan, provincial land use plan, defense land use plan and security land use plan is 05 years; District-level land use plans are prepared annually.

- Public announcement of national land use planning, defense land use planning, and security land use planning is carried out in accordance with the provisions of law on planning.
- The entire content of district-level land use planning after being approved by a competent state agency must be publicly announced according to the following regulations:
+ The district-level People's Committee is responsible for publicly announcing the district-level land use planning at the agency's headquarters and on the district-level People's Committee's electronic information portal; publicly announce the content of district-level land use planning related to communes, wards and towns at the headquarters of the commune-level People's Committee;
+ The public announcement must be made no later than 15 days from the date of approval by a competent state agency;
+ Publicity is carried out throughout the land use planning period.
- The entire content of the land use plan, after being decided and approved by a competent state agency, must be publicly announced according to the following regulations:
+ The Ministry of Natural Resources and Environment is responsible for publicly announcing the national land use plan at the agency's headquarters and on the electronic information portal of the Ministry of Natural Resources and Environment; The Provincial People's Committee is responsible for publicly announcing the provincial land use plan at the agency's headquarters and on the electronic information portal of the Provincial People's Committee; The district-level People's Committee is responsible for publicly announcing the district-level land use plan at the agency's headquarters, on the district-level People's Committee's electronic information portal and publicly announcing the content of the use plan. District-level land related to communes, wards and towns at the headquarters of the Commune-level People's Committee;
