What is an aircraft engine?
Aircraft engines are explained at Clause 5 Article 4 Decree No. 110/2011/ND-CP The aircraft engine is the main engine installed on the aircraft to create the main propulsion for the aircraft.
Who has the authority to decide to buy aircraft engines using state budget capital?
Who has the authority to decide to buy aircraft engines using state budget capital, according to the provisions in Clause 1 Article 6 Decree No. 110/2011/ND-CP as follows:
Authority to decide on leasing and purchasing aircraft, engines, aircraft spare parts and supplies, and maintenance and repair services of aircraft, engines, aircraft spare parts and supplies
1. For projects to purchase aircraft and aircraft engines using state budget capital:
The Minister of Transport decides on investment projects to purchase aircraft engines, spare parts and supplies using state budget capital. In case of purchasing aircraft, the Minister of Transport decides on investment after receiving opinions on the Prime Minister's policy.
2. For projects to buy aircraft and aircraft engines within the scope of regulation in Clause 1, Article 1, but not using state budget capital:
The Board of Directors (Board of Members) of the enterprise or the General Director or Director of the enterprise (in case the enterprise does not have a Board of Directors (Board of Members)) decides on investment. In case of purchasing aircraft, the head of the enterprise makes the investment decision after obtaining approval from the Prime Minister's policy.
3. For renting aircraft, engines, spare parts and supplies, purchasing aircraft spare parts and supplies, aircraft spare parts and supplies services, maintenance and repair services for aircraft and aircraft engines, aircraft spare parts and supplies are within the scope of regulation in Clause 2, Article 1;
The Board of Directors (Board of Members) of the enterprise or the General Director or Director of the enterprise in case the enterprise does not have a Board of Directors (Board of Members) decides.
4. The Board of Directors (Board of Members) is authorized or decentralized to decide on contents within its authority.
Thus, according to the above regulations, the Minister of Transport decides on investment projects to buy aircraft engines using state budget capital.
