What is the procedure for withdrawing original car documents according to current legal regulations?
Pursuant to the provisions of Article 15 Circular 24/2023/TT-BCA The procedure to withdraw original car documents is carried out according to the following steps:
Step 1: Sign a car purchase contract
Before carrying out the procedure to withdraw the original car documents, both parties need to make a car transfer contract with an authenticator and civil servant.
Step 2: Extract the original car documents
(1) The vehicle owner declares the declaration of revocation of vehicle registration and license plate on the public service portal; provide online vehicle registration record code; Submit the revocation dossier specified in Clause 1, Article 14 Circular 24/2023/TT-BCA and receive an appointment letter to return vehicle registration results according to regulations;
(2) After checking the valid vehicle records, the vehicle registration agency issues a certificate of revocation of vehicle registration and license plate according to regulations (with a copy of the engine number, chassis number and the agency's stamp). Vehicle registration on the vehicle's engine number and chassis number): 01 copy returned to the vehicle owner; 01 copy of vehicle records;
* In case the vehicle registration certificate is lost, verify it according to regulations.
Step 3: Pay registration fee
Car buyers pay registration fees at the Tax Department of the district, town or city where they reside.
Step 4: Register to transfer car title
After receiving the original car documents, the car buyer goes to the police station where he or she resides to transfer the car's title. When going, bring:
- Identity card/Citizen identification card of buyer and seller,
- Vehicle registration certificate;
- Vehicle ownership transfer documents (except in cases of moving the original owner);
- Registration fee documents;
- Certificate of revocation of vehicle registration and license plate.
