Requirements for candidates
In Article 4, the Rules and Regulations on the organization of quality inspection of civil servant entrance issued together with Circular No. 17/2023/TT-BNV require candidates as follows:
- Must be present at the exam room on time. Dress neatly, civilized and polite. In case candidates arrive more than 10 minutes late from the test start time, they will not be allowed to take the exam. In case a candidate encounters a force majeure incident that occurs after the exam time, the test site manager must immediately report to the exam supervisor for consideration and decide to let the candidate retake the exam the next shift or retake the exam in another session.
- Present your ID card or citizen identification card or other legal identification document with photo and personal information issued by a competent authority and still valid; Exam registration confirmation for the examiner to compare before entering the exam room.
- Sit in the right seat according to your registration number, leave your ID card or citizen identification card or one of the other types of legal identification documents with a photo and exam registration confirmation on the table for the examiners to see. Any act of copying or transmitting information related to questions and answers outside the exam room or receiving information from outside the exam room is strictly prohibited.
- If you need to ask anything, you must ask openly to the exam room supervisor.
- During the exam, candidates are not allowed to go outside the exam room. If the candidate has unusual pain or illness, they must notify the test room supervisor and the test room supervisor, in coordination with the hallway supervisor, must immediately notify the test room supervisor. The head of the test site and the Exam Supervision Board consider and resolve the matter.
- Actions that damage the computer system serving the exam are strictly prohibited; When discovering that the computer cannot be used, you must promptly notify the exam room supervisor for review and resolution.
- Candidates taking the exam are only allowed to leave the exam room when they have submitted their papers and signed the exam results list of the exam room.
In case a candidate does not sign to confirm the exam results list of the exam room before leaving the exam room, he/she will receive a score of zero. In case the examiner discovers that a test taker signs for another test taker, these candidates must receive a zero score. The decision on zero score for these cases is decided by the Chairman of the Accreditation Council based on the content of the report of the Head of the Examination Committee.
- Candidates taking the exam have the right to report violators of rules and regulations to the exam room proctor, Head of the exam committee, Deputy Head of the exam committee, Head of the test site, Deputy Head of the test site, members of the Accreditation Council, member of the Supervisory Board.
Handling violations of exam candidates
According to Article 5, the Rules and Regulations on the organization of quality inspection of civil servant entrance issued together with Circular No. 17/2023/TT-BNV stipulates handling of violations for candidates taking the exam as follows:
- Reprimand
The examiner of the exam room prepares a record, publicly announces it in the exam room and applies it to candidates who commit one of the following errors:
+ Intentionally sitting in the wrong place to write down your registration number.
+ Communicated with other candidates and was warned but still committed the offense again.
+ Bring into the exam room mobile phones, voice recorders, cameras, computers, technical means of receiving and transmitting information, data backup means, other information storage and transmission devices, and papers and documents related to exam content.
- Warning
The exam room supervisor makes a record, announces it publicly in the exam room and applies it to violating candidates who have been recorded in the form of a reprimand but still intentionally violate the rules and regulations of the exam or the candidate violates the exam. commit one of the following errors:
+ Exchange assignments or scratch papers with other candidates.
+ Using documents, mobile phones, voice recorders, cameras, computers and other technical means of recording and transmitting information, data backup means, and other information storage devices in the exam room (unless otherwise specified).
- Suspension of exams
Candidates are suspended from the exam if the violation has been recorded in the form of a warning but still intentionally violates the rules and regulations of the exam or intentionally causes unsafety and disorder to affect the exam room.
The head of the test site promptly reports to the Chairman of the Accreditation Council to consider and decide to suspend the test for candidates right during the test shift. The suspension of the exam is announced publicly in the exam room.
- Deduct test points
+ Candidates who are reprimanded during the exam will have 25% of the total number of correct answers deducted in the exam.
+ Candidates who are warned while taking the exam will have 50% of the total number of correct answers deducted in the exam.
+ When summarizing the results, based on the record of handling violations prepared by the exam room supervisor and the report of the Head of the exam supervision committee, the Secretary of the Accreditation Council reports to the Chairman of the Accreditation Council to consider and decide on the decision. Subtract the number of correct sentences for the cases specified above.
Note: Candidates who violate the rules and regulations must be recorded, and the exam room supervisor and the violating candidate must both sign the record. After making a record and making it public in the exam room, the exam room proctor must report to the test site head or deputy test site head.
In case the violating candidate does not sign the violation record, the exam room proctor invites two candidates next to him to sign to confirm the incident. In case one of the two candidates or both candidates invited to sign to confirm the incident do not sign the record, the exam room supervisor will still make a record and report to the test site head for consideration and decision.
- In case a candidate does not sign the exam results sheet before leaving the exam room or discovers that a candidate signs for another candidate, the exam room proctor must make a record and report to the Chief. test center or Deputy Head of test site.
- Candidates who intentionally cause unsafety and disorder to affect the exam room, in addition to being suspended from the exam, depending on the nature and severity, will also be handled according to the law on handling administrative violations. or criminal law.
Resolve recommendations about exams
In the regulations of the civil service entrance examination, the computer-based multiple-choice test will not review the results. During the exam, if candidates discover incorrect questions, they must send a petition immediately after the end of the exam to the invigilator.
The resolution of this case must be considered and implemented immediately during the exam. Complaints about computer-based testing received after this time will not be resolved. Exam procedures for candidates
In Article 31, the Rules and Regulations on the organization of quality inspection of civil servant entrance issued together with Circular No. 17/2023/TT-BNV stipulates the exam procedures for candidates as follows:
- One day before the official exam date, the Secretariat of the Accreditation Council organizes instructions on exam procedures for candidates to check the legality and accuracy of exam candidate information on the list. Take the exam and answer questions for candidates.
- When completing exam procedures for candidates, the Secretariat of the Accreditation Council: fully implement the contents and steps in the instructions; Check and verify candidates' identities, guide procedures for requesting correction of information, and guide candidates to become familiar with the exam organization software (if any).
- Candidates' belongings (if any) that are not on the list of items allowed into the exam room must be kept at least 25 meters away from the exam room area.
- The exam committee can use metal detectors and communication transceiver equipment to check security before candidates enter the exam area.
- In case a situation arises that is not within the authority to decide, the Head of the test site shall seek the opinion of the Head of the Examination Committee before implementation.
