Aviation security assurance is specified in Clause 3, Article 3 Decree 92/2015/ND-CP Aviation security assurance is the responsibility of all organizations and individuals involved in civil aviation activities.
How does the Ministry of Transport direct agencies in the aviation industry to ensure aviation security?
The Ministry of Transport directs agencies in the aviation industry to ensure aviation security according to the provisions of Clause 3, Article 36.Decree 92/2015/ND-CP as follows:
The transportation
1. Implement state management of ensuring security for civil aviation activities; Issue according to authority or submit to competent authorities to promulgate and organize the implementation of policies, legal documents, standards and technical regulations in the field of aviation security assurance.
2. Preside and coordinate with relevant ministries and branches to organize and effectively implement the provisions of international treaties on aviation security to which the Socialist Republic of Vietnam is a member.
3. Direct agencies and units in the aviation industry to ensure aviation security, specifically:
a) Organize and implement measures to ensure aviation security; Organize and operate the aviation security monitoring, management and quality control system; Approve and accept aviation security programs and regulations; organize aviation security control forces;
b) Establish a reporting system, collect information, analyze and evaluate incidents and threats to aviation security; decide to apply aviation security prevention measures, processes and procedures appropriate to the threat;
c) Develop, train, rehearse, and organize the implementation of airport emergency plans, deal with illegal acts of interference in civil aviation activities;
d) Reporting, handling, remediation, investigation and verification of aviation security violations and threats, aviation security incidents; Issue necessary recommendations and directives to prevent and stop aviation security incidents;
d) Implement emergency measures to ensure aviation security, serve security, national defense, and national emergencies.
4. Inspect, examine, and sanction administrative violations in aviation security assurance activities.
5. Coordinate with the Ministry of Public Security, the Ministry of National Defense and relevant ministries, branches and localities in protecting security, national defense, preventing and combating terrorism and maintaining social order and safety according to regulations. provisions of the law.
Thus, according to the above regulations, the Ministry of Transport directs agencies in the aviation industry to ensure aviation security as follows:
- Organize and implement measures to ensure aviation security; Organize and operate the aviation security monitoring, management and quality control system; Approve and accept aviation security programs and regulations; organize aviation security control forces;
