3. Handover of houses and construction works to customers is only allowed when the construction of houses, construction works and technical and social infrastructure works have been completed according to the schedule stated in the project. approved, ensuring connection to the region's common infrastructure system; In case of handing over a house or rough construction project, the entire exterior of that house or construction project must be completed.
4. Within 50 days from the date of handing over the house or construction project to the buyer or from the date of expiration of the lease purchase, procedures must be carried out for the competent state agency to issue a Certificate of land use rights, ownership of houses and other assets attached to land to the buyer or lessee, unless the buyer or lessee has a written request to carry out the procedures for granting the certificate themselves.
5. Do not authorize parties participating in investment cooperation, joint venture, association, business cooperation or capital contribution to sign real estate purchase, transfer, or lease purchase contracts.
