c) Carry out civil status matters as prescribed in Clause 3, Article 3 of this Law.

3. Representative agencies register civil status matters specified in Article 3 of this Law for Vietnamese citizens residing abroad.

4. The Government regulates procedures for registration of birth, marriage, recognition of parents, children, and death as prescribed in Point d, Clause 1 of this Article."
