Clause 1, Article 5, Circular No. 25/2021/TT-BTC regulates the rates, collection, remittance, management and use of fees and charges in the fields of exit, entry, transit, and residence in Vietnam. Regulates cases of exemption of fees and charges as follows :

+ Invited guests (including spouses and children) of the Party, State, Government, National Assembly or leaders of the Party, State, Government or National Assembly in their personal capacity.

+ Officials and employees of diplomatic missions, foreign consulates and representative agencies of international organizations in Vietnam and members of their families (spouses and children under 18 years old ), regardless of passport type, non-citizens of Vietnam and non-permanent residents of Vietnam are not required to pay fees on a reciprocity basis.

+ In case of exemption according to international treaties that Vietnam has signed or participated in or according to the principle of reciprocity.

+ In case of exemption according to international treaties that Vietnam has signed or participated in or according to the principle of reciprocity.

+ Foreigners entering Vietnam to perform relief work or humanitarian assistance for Vietnamese organizations and individuals.

+ Free in cases of granting visas and temporary residence to foreigners in Vietnam who violate the law and are handled but do not have the financial ability and the representative agency of the country where the citizen is located does not bear the funding or does not pay. There is a representative agency of the country whose citizens violate the law in Vietnam.

Determining that foreigners in Vietnam who violate the law are subject to free treatment in this case is decided by the toll collection organization in each specific case and is responsible according to the law.

Thus, there are cases specified above where visa issuance is free.
