Instructions for applying for a fire prevention and fighting license
Fire prevention and fighting licenses are a popular type of license, but the application procedures are very complicated. Organizations and individuals can do it themselves if they clearly understand the procedures for applying for a fire prevention and fighting license.
1. Subjects must apply for a fire prevention and fighting license
As prescribed atClause 2, Article 15, Decree 79/2014/ND-CP, subjects subject to fire protection design approval include:
- Projects and works specified in Appendix IV of Decree 79 when newly constructed, renovated or changed in nature of use such as:
· Planning projects for new construction or urban renovation, residential areas, industrial parks, export processing zones, high-tech parks; New construction projects or renovation of technical infrastructure related to fire prevention and fighting of urban areas, residential areas, industrial parks, export processing zones, and high-tech zones under the approval authority of the level district or higher.
· Academies, universities, colleges, vocational schools, high schools and other types of schools with classrooms with a volume of 5,000 m3 or more; kindergartens and kindergartens with 100 children or more.
· Apartment buildings with 5 floors or more; Multi-purpose houses, hotels, guesthouses, motels with 5 floors or more or with a volume of 5,000 m3 or more...
- Motor vehicles with special requirements for ensuring fire prevention and fighting safety include ships and trains specifically used to transport passengers, transport gasoline, oil, flammable liquids, flammable gases, Explosive materials and chemicals that pose a fire or explosion hazard when newly manufactured or converted.
2. Application for fire prevention and fighting license
Pursuant to Clause 3, Article 15 of Decree 79, the fire prevention and fighting design approval dossier includes 02 sets, with confirmation from the investor and vehicle owner. If the dossier is in a foreign language, a translation must be included. Vietnamese explanation is included, specifically:

3. Order and procedures for applying for a fire prevention and fighting license
Step 1: Submit
According to clause 5Article 7 Circular 66/2014/TT-BCA, the place to submit documents is specified as follows:
Case 1: Submit directly or by mail at the Police Department of Fire Prevention, Fighting and Rescue under the Ministry of Public Security for the following projects and works:
- Projects, important national works, construction investment projects of group A works according toLaw on Public Investment 2019 (except for construction investment projects using state budget where the provincial level is the investor);
- Construction investment projects proposed by the Fire Prevention, Fighting and Rescue Police Department of the Provincial Police or the investor;
Case 2: Submit directly or by mail at the Fire Prevention, Fighting and Rescue Police Department of the Provincial Police for the following projects and works:
- Construction investment projects are not under the jurisdiction of the Fire Prevention and Fighting Police Department and Rescue in the area of management.
- Cases authorized by the Police Department of Fire Prevention, Fighting and Rescue.

4. Time to process procedures for granting fire prevention and fighting licenses
Clause 5, Article 15 of Decree 79 of 2014 stipulates the time for processing issuance proceduresFire prevention license as follows:
- Planning design project: No more than 10 working days.
- Approval of construction site: No more than 05 working days.
- Basic design: No more than 10 working days for group A projects; no more than 05 working days for group B and C projects.
- Technical design or construction drawing design: No more than 15 working days for group A projects and works; no more than 10 working days for group B and C projects and works.
5. Fee for issuance of fire prevention and fighting license
According toArticle 5 Circular 258/2016/TT-BTC, the appraisal and approval fee payable for a project has a minimum of 500,000 VND/project and a maximum of 150 million VND/project.
