Procedures for granting a newsletter publishing license
1. The newsletter must ensure the following regulations
The maximum size of the newsletter is 19cm x 27cm, the maximum number of pages is 64 pages. Advertising is not allowed in the newsletter;
The upper part of a newsletter page must have the word "BULLETIN", the name of the newsletter after or below the word "BULLETIN", the name of the publishing agency or organization and the date, month, and year of publication of the newsletter under the name of the newsletter. believe;
The last part of the last page of the newsletter clearly states the number, date, month and year of the publishing license, place of printing, quantity, term of publication, and person responsible for publishing.
2. Conditions for granting a newsletter publishing license
There is someone responsible for publishing the newsletter;
Organize appropriate operating apparatus to ensure newsletter publication;
Clearly define the name of the newsletter, purpose of publication and information content, target audience, scope of release, language of expression, publication term, format, number of pages, quantity, printing place;
Have an official working location and necessary conditions to ensure the publication of the newsletter.
3. Order and procedures for issuing newsletter publishing licenses
Central agencies and organizations; Foreign representative agencies and foreign organizations in Vietnam that need to publish newsletters shall send license application documents directly or via the postal system to the Ministry of Information and Communications.
Agencies and organizations in provinces and centrally run cities that need to publish newsletters shall send their license application documents directly or via the postal system to the Provincial People's Committee.
Within 30 days from the date of receipt of complete and valid documents, the Ministry of Information and Communications and the Provincial People's Committee are responsible for granting a license to publish the newsletter; In case of refusal, it must be notified in writing and clearly state the reason.
4. Documents include:
- Application form for a newsletter publishing license (Form No. 07, Circular No. 48/2016/TT-BTTTT);
- A certified copy or a copy with the original for comparison of the establishment decision, establishment license, business registration certificate or other documents with equivalent legal value (for foreign organizations in Vietnam). Vietnam);
- Curriculum vitae of the person responsible for publishing the newsletter;
- Sample showing the name of the newsletter and a notarized Vietnamese translation (for the name of the newsletter expressed in a foreign language).
5. Validity period of the license
The validity period of a newsletter publishing license is specified in each license but must not exceed 01 year from the date of issue.
By the publishing deadline stated on the license, if the agency or organization does not publish the newsletter, the license will expire; The Ministry of Information and Communications and the Provincial People's Committee issued a decision to revoke the license. If there is a need to publish a newsletter, the agency or organization must apply for permission again.
At least 15 days before the date of suspension or termination of publication of the newsletter, the agency or organization that has been granted a license to publish the newsletter must notify in writing the Ministry of Information and Communications and the issuing People's Committee. conscious. In case of termination of newsletter publication, the Ministry of Information and Communications and the Provincial People's Committee shall issue a decision to revoke the license.
Agencies and organizations wishing to change one of the contents recorded in the newsletter publishing license must make a written request to the Ministry of Information and Communications and the Provincial People's Committee.
