1/ Business registration license
- Business registration license issued by the Department of Planning and Investment
- Establishment of license based on Decree 78/2015/ND-CP on business registration
- Have a pawn service business line on the business license and must be able to operate at the headquarters;
REQUIRED Pawnshop BUSINESS LICENSE
2/ Fire prevention and fighting certificate, fire protection inspection record
- Fire prevention certificate, fire prevention inspection record issued by the Police
- The fire prevention inspection record must have the signature and seal of the District Police or City Police confirming
3/ Certificate of establishment meeting security and order conditions
- Certificate of establishment meeting security and order conditions issued by district/district police
- Apply for a security and order certificate based on Decree 96/2016/ND-CP - Regulations on security and order conditions
- On the certificate of establishment meeting security and order conditions, the profession "Pawn service" is shown.

IMPORTANT conditions when applying for a pawnshop business license
The person responsible for security and order of the pawnshop service establishment must be the ownerPermanent residence for at least 05 years in the commune, ward or town where the business location is registered and during the 05 years immediately preceding the time of business registration, have not been sanctioned by the authorities for administrative violations for the following acts: Resisting people on duty, disturbing public order, intentionally causing injury hoarding, lending at high interest rates, gambling, organizing gambling or gambling, property theft, fraudulent appropriation of property, illegal seizure of property.
How to manage and use certificates of satisfaction of security and order conditions
1. The person responsible for security and order of the business establishment is responsible for strictly managing the Certificate of eligibility for security and order and must present the Certificate of eligibility for security and order. order to the police and competent state management agencies upon request.
2. The person responsible for security and order of the business establishment is responsible for preserving the Certificate of eligibility for security and order when temporarily suspending business operations. In case the business establishment goes bankrupt or ceases business operations, the Certificate of satisfaction of security and order conditions is no longer valid. Within 05 days from the date of declaring bankruptcy or ceasing operations, the business establishment must return the Certificate of satisfaction of security and order conditions to the competent police agency.
Cases of revocation of certificates of satisfaction of security and order conditions
There are 03 cases of revocation of certificates of satisfaction of security and order conditions, clearly stated as follows:
1. Indefinite withdrawal:
- Using fake documents or providing information in documents that is not factually correct to distort the nature of the document to apply for a Certificate of satisfaction of security and order conditions;
- After being granted a Certificate of satisfaction of security and order conditions, the competent Police agency shall carry out a post-inspection regime to detect that the business establishment does not meet the conditions specified in this Decree, within 40 days. days from the date the Police agency issued a document concluding that the business establishment does not meet the conditions but still cannot overcome those conditions;
- After 06 months from the date of issuance of the Certificate of satisfaction of security and order conditions, the business establishment is not operating;
- Business establishments are dissolved or bankrupt according to the provisions of law;
- Business establishments whose operations are suspended or whose documents are revoked by competent authorities specified in Clause 2, Article 19 of this Decree;
- Lending, leasing, buying, selling Certificates of satisfaction of security and order conditions;
- Taking advantage of business establishment activities to harm security and order is recommended by a competent authority to revoke the Certificate of satisfaction of security and order conditions indefinitely;
- For security service business establishments with foreign investment capital, the capital contribution to purchase machinery and technical means for security work does not meet the capital prescribed in this Decree.
2. Withdrawal period from 03 months to 06 months:
- Doing business in the wrong industry, profession, or location as stated in the Certificate of satisfaction of security and order conditions;
- Failure to maintain the security and order conditions specified in Articles 7, 8, 11 and 12 of this Decree and having been administratively sanctioned 30 days earlier but still not corrected;
- Correcting, erasing or distorting the content recorded in the Certificate of satisfaction of security and order conditions;
- Violating regulations on security and order has been administratively sanctioned 2 times or more in a year;
- Failure to make quarterly reports to the competent Police agency as prescribed for 4 consecutive quarters.
3. The revocation of the Certificate of satisfaction of security and order conditions specified in Clauses 1 and 2 of this Article is carried out by the competent Police agency by decision on revocation.
- After revocation, the police agency must notify the business registration agency or the agency competent to allow the business establishment to operate in writing.
