What is a civil status extract?
Civil status extract is explained in Clause 9, Article 4 Law on Civil Status 2014 as follows:
Civil status extract is a document issued by a competent state agency to prove the civil status of an individual registered at the civil status registration agency. The original civil status extract is issued immediately after the civil status event is registered. A copy of the civil status extract includes a copy of the civil status extract issued from the civil status database and a copy of the civil status extract certified from the original.

Can the person requesting a copy of the civil status extract authorize another person to do so on his/her behalf?
Whether the person requesting a copy of the civil status extract authorizes another person to do so on his/her behalf, according to Clause 1, Article 2.Circular 04/2020/TT-BTP as follows:
Authorization for civil status registration
1. The person requesting a copy of civil status extract, issuance of a certificate of marital status, requesting registration of civil status matters according to the provisions of Article 3 of the Law on civil status (hereinafter referred to as request for civil status registration ) authorize another person to act on your behalf; Except in the case of marriage registration, re-registration of marriage, registration of recognition of father, mother, and children, other people cannot be authorized to do so, but one party can directly submit the application at the household registration agency. The President has the authority and does not require a written authorization from the other party.
The authorization must be made in writing and authenticated according to the provisions of law. In case the authorized person is the author's grandparent, father, mother, child, wife, husband, brother, sister or sibling, the authorization document does not have to be authenticated.
2. In case the person registering a child's birth is a grandparent or other relative as prescribed in Clause 1, Article 15 of the Civil Status Law, a written authorization from the child's father or mother is not required, but must be Agree with the child's parents on the birth registration contents.
Thus, the person requesting a copy of the civil status extract requesting the registration of civil status matters according to the provisions of Article 3 of the Civil Status Law (hereinafter referred to as the request for civil status registration) is authorized to authorize another person to do so.
