According to Point h, Clause 5, Article 37 of Circular 12/2017/TT-BGTVT, foreign tourists who want to drive a foreign-registered vehicle into Vietnam and have a valid driving license are subject to the application. this procedure.

Conditions for changing the license

Pursuant to Point h, Clause 5; Clause 6, Article 37 of Circular 12/2017/TT-BGTVT, tourists who want to carry out this procedure need to meet the following conditions:

- Have a valid driving license;

- Have a driver's license that is not erased, torn, does not have the necessary elements to change a driver's license or has differences in identification;

- Have a foreign driving license issued by a competent authority;

- Meets health standards.

Validity period of driving license for tourists

These contents are specifically stipulated in Point b, Clause 7, Article 37 of Circular 12/2017/TT-BGTVT as follows:

The validity period of Vietnamese driving licenses exchanged for foreign tourists driving foreign-registered vehicles into Vietnam is consistent with the duration of travel in Vietnam. This time is calculated from the time of entry to the time of exit but does not exceed the prescribed period of the Vietnamese driver's license.

For foreign tourists driving into Vietnam who do not have the conditions to present their passports and foreign driving licenses, when changing their driving licenses, they can rely on the Ministry of Public Security's immigration list and the copy of the driving license. Translate driver's license (attached with a copy of foreign driver's license), prepare driver's license for the number of registrants.

Note: Driving licenses are only issued to those who actually enter Vietnam after comparing foreign driving licenses and passports.

Procedure implementation documents

Tourists prepare 01 set of documents according to Point a, Clause 1, Article 42 of Circular 12/2017/TT-BGTVT amended and supplemented by Clause 24, Article 1 of Circular 38/2019/TT-BGTVT, including:

- Application to change driver's license according to the form;

- Translation of foreign driver's license into Vietnamese. This translation is guaranteed by the translation quality of the notary public or the Embassy or Consulate in Vietnam where the translator works, and stamped adjacent to the copy of the driver's license.

If there is any doubt, the agency issuing the driver's license will send a written request to the Embassy or Consulate of the country issuing the driver's license in Vietnam for verification.

- A certified copy of the Ministry of Public Security's immigration list or a copy of the passport including the passport number, full name and photo of the person issued, expiry date and visa page to enter Vietnam;

- One 3x4 cm color photo with a blue background, ID card or Citizen Identification card style.

The agency carries out the procedure

According to Clause 24, Article 1 of Circular 38/2019/TT-BGTVT, the Department of Transport of the provinces is the agency implementing this procedure.

Procedure order

Point b, Clause 6, Article 2, Circular 01/2021/TT-BGTVT specifically stipulates the order and procedures for changing driver's licenses for foreign tourists as follows:

Step 1:Tourists prepare 01 set of documents and send them in one of three ways:

- Directly at the Department of Transport;

- By post;

- Submit online via the electronic information portal/online public service system of the Department of Transport.

Step 2:The Department of Transport checks documents upon receipt.

If the dossier does not comply with regulations, the Department must notify the individual directly or in writing or via the online public service system of the contents that need to be supplemented or amended within 02 working days, including: from the date of receipt.

Step 3:Tourists who submit applications directly are responsible for completing the obligation to pay the driver's license fee when receiving the application according to regulations.

When submitting applications through the online public service system, you must complete the obligation to pay the driver's license fee through the payment function of the online public service system according to regulations and pay fees for using other services. according to demand.

Step 4:Within 05 working days from the date of receiving complete documents, the Department of Transport will change the driver's license. If you do not change your driver's license, you must reply and clearly state the reason.

How much is the implementation fee?

The fee for the procedure for renewing a driver's license for foreigners traveling in Vietnam is 135,000 VND as prescribed in the fee schedule issued with Circular 188/2016/TT-BTC.

Note:Tourists coming to receive a driver's license must present the originals of the above documents except the originals sent for comparison.
