Can a military driving license be converted to a civilian driving license?
The exchange of military driving licenses is regulated in subsection 4.4 Section 4 Joint Circular No. 27/2003/TTLT-BGTVT-BQP as follows:

4.4. Regulations on changing driver's licenses
4.4.1. General principles
a) The military driving license is equivalent to a civilian driving license and vice versa.
b) Changing and using a driver's license must be for the right person and for the right purpose. The driver's license to be exchanged must be a valid, valid driver's license and must be changed to the same class as stated in the driver's license.
4.4.2. Change military driving license to civilian driving license
a) Military personnel, defense workers, and defense civil servants serving on active duty must have a valid, valid military driving license due to special mission requirements when converting to a civilian driving license. There is a written request from a competent authority under the Ministry of National Defense.
b) Soldiers, defense workers, and defense civil servants have a valid military driving license when they stop serving in the military (including those who are retired according to the regime), and still meet the conditions of graduation. Age and health according to the provisions of the Road Traffic Law and the Labor Code can be changed to a civilian driver's license of the same class within 6 months from the date of decision to stop serving in the military.

Thus, according to regulations, military driving licenses are equivalent to civilian driving licenses and vice versa.
