1. Domestic travel service business license

1.1. Conditions for issuance of domestic travel service business license

For grantedDomestic travel service business license, businesses need to meet the conditions prescribed in Clause 1, Article 31 of the 2017 Law on Tourism:

- Established in accordance with the law on enterprises and registered in the business of travel services.

- Deposit domestic travel service business at the bank with the amount of 20 million VND as prescribed in Clause 1, Article 14 of Decree 168/2017/ND-CP, amended by Decree 94/2021/ND-CP.

- The person in charge of sales must have graduated from a travel major at intermediate level or higher. In case of graduating from intermediate school or higher in another major, you must have a certificate of domestic tourism operations.​

1.2. Application for domestic travel service business license

Pursuant to Clause 1, Article 32 of the Law on Tourism, dossier components include:

- Application for issuanceDomestic travel service business license.

- Authenticated copy of Business Registration Certificate.

- Certificate of deposit for travel service business.

- Certified copy of the appointment decision or labor contract between the travel service business and the person in charge of the travel service business.

- A certified copy of the diploma or certificate of domestic tourism operations of the person in charge of the travel service business.

1.3. Agency licensing domestic travel services business

ForDomestic travel service business license, the licensing authority is the Department of Culture, Sports and Tourism - where the business is headquartered.

1.4. Procedures for granting a domestic travel service business license

Step 1: Enterprise requests grantTravel service business license Submit 01 set of documents to the Department of Culture, Sports and Tourism where it is headquartered. Receiving officers receive documents and check the completeness and validity of the documents:

• If the dossier is complete and valid, write a receipt and make an appointment to return the results.
• If the dossier is not complete and valid, return it to the enterprise and instruct the enterprise to complete the dossier according to regulations.

Step 2:Competent agencies handle and process documents according to legal regulations.

Step 3: Businesses receive settlement results according to appointment.

1.5. Fees for licensing domestic travel services

Appraisal fee issuedDomestic travel service business license stipulated in Circular 33/2018/TT-BTC:

- New issue: 03 million VND/license;

- Renewal: 02 million VND/license;

- Re-issue: 1.5 million VND/license.

2. International travel service business license

2.1. Conditions for issuance of international travel service business license

Pursuant to Clause 1, Article 31 of the Law on Tourism, to be grantedInternational travel service business license, businesses need to meet the following conditions:

- Is an enterprise established according to the provisions of law on enterprises;

- Deposit money for international travel services business at the bank according to the provisions of Clause 2, Article 14 of Decree 168/2017, amended by Decree 94/2021:

• Travel service business for international tourists coming to Vietnam: 50 million VND;
• Travel service business for tourists going abroad: 100 million VND;
• Travel service business for international tourists coming to Vietnam and tourists going abroad: 100 million VND

- The person in charge of sales must graduate from college or higher with a major in travel; If you graduate from college or higher in another major, you must have a professional certificate in international tourism operations.

2.2. Application for an international travel service business license

According to Clause 1, Article 33 of the Law on Tourism, documents include:

- Application for issuanceInternational travel service business license.

- Authenticated copy of Business Registration Certificate or Investment Registration Certificate issued by a competent state agency.

- Certificate of deposit for travel service business.

- Certified copy of the appointment decision or labor contract between the travel service business and the person in charge of the travel service business.

- A certified copy of the diploma or certificate of domestic tourism operations of the person in charge of the travel service business.

2.3. The agency issues licenses for international travel services

ForInternational travel service business license, the licensing authority is the General Department of Tourism under the Ministry of Culture, Sports and Tourism.

2.4. Procedures for granting international travel service business licenses

Step 1: Enterprise requests grantTravel service business license Submit 01 set of documents to the General Department of Tourism under the Ministry of Culture, Sports and Tourism. Receiving officers receive documents and check the completeness and validity of the documents:

• If the dossier is complete and valid, write a receipt and make an appointment to return the results.
• If the dossier is not complete and valid, return it to the enterprise and instruct the enterprise to complete the dossier according to regulations.

Step 2: Competent agencies handle and process documents according to legal regulations.

2.5. Fees for issuance of international travel service business licenses
